african ivy problem: over grown afican ivy

I have a business in northern California which has African ivy for landscape fill. It is starting (has) stunted the growth on the trees and bushes. One area has weeds and Bermuda grass growing within the ivy. How do I get the Bermuda grass and weeds out from between the ivy? Landscape companies have told me and tried various chemicals to kill the grasses and weeds but they grow back. The bottom line is they want to tear out the ivy and can't guarantee it won't come back.

Any experiences or suggestions?
